The tenant list that doubles as an industry

The City of Palmdale introduces its own aerospace incentive program with a sentence that reads like a roster: as the largest city in the “Aerospace Valley,” the City of Palmdale is home to Air Force Plant 42 and major aerospace and defense companies, including Lockheed Martin Aeronautics, Northrop Grumman and The Boeing Company. The word carrying the weight is including: it opens a list rather than closing one. The City’s General Plan says it flatter: aerospace is the largest industry and employer in the City. Its history chapter adds a hedge worth keeping — while Palmdale retains some elements of its early agricultural past, its economic base is primarily supported by aerospace and defense industries.
An industry that is really a tenancy list
Read the Military Compatibility chapter and the famous names turn into a question about who occupies what. Besides a non-operational regional airport, the chapter records, Plant 42 and the surrounding area is occupied by Department of Defense contractors including Boeing, Lockheed Martin, and Northrop Grumman, NASA, Kinkisharyo, a Federal Aviation Administration-controlled air route traffic control center, two aviation museums, and a 17,500 acre vacant parcel of land owned by Los Angeles World Airports. The Air Force leases space to those contractors for military and aircraft development, with use of the plant’s runways permitted through lease agreements. Contractors there, the chapter continues, either lease building space from the Air Force or own their own buildings.
The two numbered sites outside the plant boundary sharpen it. Site 9 is owned by Los Angeles World Airports and leased by NASA and Kinkisharyo, while Site 10 is owned and operated by Lockheed Martin, in addition to space that company leases inside Plant 42. Two sites outside the same boundary, two different answers to who holds the building.
Four thousand square feet with a job description
NASA, one of the occupants Chapter 8 names, publishes a job description for its own Palmdale shop, calling the Armstrong Flight Research Center Building 703 Fabrication Shop in Palmdale, California, a first response manufacturing, modification, and repair center supporting NASA scientific platform aircraft and related experimental hardware, and says the shop maintains a 4,000-square-foot fabrication facility staffed by expert machinists, sheet metal and composite technicians, and welders whose experience averages more than 20 years. NASA’s facilities list places the Science Operations Building 703 in Palmdale inside Armstrong’s system of facilities. The City’s own incentive program, for its part, is aimed at businesses that provide essential support services to Plant 42 and create additional skilled employment opportunities closer to home.
The household version of the same question
None of this tells you anything about one address: a large employer nearby does not set a premium, and no page here suggests it does. What the tenancy map offers is a habit of mind, because a residential policy asks the same two questions the chapter asks — what do you own, and what are you answerable for.
On the property side, Coverage B protects other structures on the residence premises that are not attached to the dwelling, such as detached garages and tool sheds, and the Department notes it is normally limited to 10% of the Coverage A limit. On the answerable-for side, Coverage E provides cover in the event you or a resident of your household are legally responsible for injury to others, and the Department warns in the same breath that the liability coverage will not protect you in all situations, such as an intentional act. The Department’s licensing material frames the same duty from the property owner’s side, describing personal liability coverage as the answer to a claim alleging that an owner’s negligence, or an inappropriate action, resulted in property damage or bodily injury to another. On how much to carry, the Department offers a rule of thumb rather than a number: in general, the more assets you have, the more you could lose in a lawsuit.
